“互聯(lián)網(wǎng)+”行動計劃 

2015年3月，李克強總理在全國人大和全國政協(xié)“兩會”的政府工作報告中首次提出“互聯(lián)網(wǎng)+”行動計劃。2015年7月，國務(wù)院印發(fā)的《關(guān)于積極推進“互聯(lián)網(wǎng)＋”行動的指導(dǎo)意見》提出，到2018年，互聯(lián)網(wǎng)與經(jīng)濟社會各領(lǐng)域的融合發(fā)展進一步深化，基于互聯(lián)網(wǎng)的新業(yè)態(tài)成為新的經(jīng)濟增長動力，互聯(lián)網(wǎng)支撐大眾創(chuàng)業(yè)、萬眾創(chuàng)新的作用進一步增強，互聯(lián)網(wǎng)成為提供公共服務(wù)的重要手段，網(wǎng)絡(luò)經(jīng)濟與實體經(jīng)濟協(xié)同互動的發(fā)展格局基本形成；到2025年，“互聯(lián)網(wǎng)＋”新經(jīng)濟形態(tài)初步形成，“互聯(lián)網(wǎng)＋”成為我國經(jīng)濟社會創(chuàng)新發(fā)展的重要驅(qū)動力量。該文件還提出了“互聯(lián)網(wǎng)＋”創(chuàng)業(yè)創(chuàng)新、“互聯(lián)網(wǎng)＋”現(xiàn)代農(nóng)業(yè)、“互聯(lián)網(wǎng)＋”人工智能等11項具體行動。黨的十八屆五中全會、“十三五”規(guī)劃綱要等也都對實施“互聯(lián)網(wǎng)+聯(lián)行動計劃等做了部署。通過實施“互聯(lián)網(wǎng)+聯(lián)行動計劃，全社會興起了創(chuàng)新創(chuàng)業(yè)熱潮，信息經(jīng)濟在中國國內(nèi)生產(chǎn)總值中的占比不斷攀升。

Internet Plus Plan of Action

The Internet Plus Plan of Action was initiated by Premier Li Keqiang in his Report on the Work of the Government to the annual session of the National People's Congress in March 2015. According to a guiding document for the implementation of the Plan, issued by the State Council in July 2015, the following goals will be achieved by 2018: 

– increased use of the internet in economic and social activities;

– internet based businesses becoming new drivers for economic growth;

– the internet playing a more important role in supporting widespread entrepreneurship and innovation;

– the internet becoming an important means to provide public services; and

– the internet economy and the real economy growing in parallel and supporting each other.

By 2025, the Internet Plus new economic models will initially take shape, and Internet Plus will become an important driving force of China's economic and social development in innovative ways. The Document also specified 11 actions such as Internet Plus entrepreneurship and innovation, Internet Plus modern agriculture, and Internet Plus artificial intelligence.
