摸著石頭過(guò)河
摸著石頭過(guò)河, 是富有中國(guó)特色、中國(guó) 智慧、符合中國(guó)國(guó)情的改革方法。摸著石頭過(guò)河就是摸規(guī)律。對(duì)于必須取得突破但一時(shí)還不那么有把握的改革,就先行試點(diǎn),尊重實(shí)踐、尊重創(chuàng)造, 鼓勵(lì)大膽探索、勇于開(kāi)拓,取得經(jīng)驗(yàn)、看得準(zhǔn)了再推開(kāi)。中國(guó)改革開(kāi)放30多年來(lái)就是這樣走過(guò)來(lái)的,是先試驗(yàn)、后總結(jié)、再推廣不斷積累的過(guò)程,是從農(nóng)村到城市、從沿海到內(nèi)地、從局部到整體不斷深化的過(guò)程。這種漸進(jìn)式改革,避免了因改革情況不明、舉措不當(dāng)而引起的社會(huì)動(dòng)蕩,為穩(wěn)步推進(jìn)改革、順利實(shí)現(xiàn)目標(biāo)提供了保證。摸著石頭過(guò)河,符合人們對(duì)客觀(guān)規(guī)律的認(rèn)識(shí)過(guò)程,符合事物從量變到質(zhì)變的辯證法。不僅改革開(kāi)放初期要摸著石頭過(guò)河,現(xiàn)在全面深化改革同樣還要摸著石頭過(guò)河。當(dāng)然,摸著石頭過(guò)河也是有規(guī)則的,要按照已經(jīng)認(rèn)識(shí)到的規(guī)律來(lái)辦,在實(shí)踐中加深對(duì)規(guī)律的認(rèn)識(shí),也要在實(shí)踐探索的基礎(chǔ)上大膽突破,不能光摸石頭不過(guò)河。

We should pursue our reform by taking into account what we have learnt from our past initiatives, and further deepen our understanding of what works and what does not, and blaze new trails on the basis of our new experience. Instead of simply feeling for stones, we should keep on moving forward to cross the river.
