中非全面戰(zhàn)略合作伙伴關(guān)系

2015年12月5日，中國國家主席習(xí)近平在中非合作論壇約翰內(nèi)斯堡峰會(huì)上，全面闡述了中國對非關(guān)系政策理念，提出把中非關(guān)系由“新型戰(zhàn)略伙伴關(guān)系”提升為“全面戰(zhàn)略合作伙伴關(guān)系”。它由五大支柱支撐，即政治上的平等互信，經(jīng)濟(jì)上的合作共贏，文明上的交流互鑒，安全上的守望相助，國際事務(wù)中的團(tuán)結(jié)協(xié)作。為推進(jìn)這一關(guān)系建設(shè)，習(xí)近平還同時(shí)提出了未來三年中方將同非方重點(diǎn)實(shí)施的“十大合作計(jì)劃”，涉及工業(yè)化、農(nóng)業(yè)現(xiàn)代化、基礎(chǔ)設(shè)施、金融、減貧惠民等領(lǐng)域，這為中非全面戰(zhàn)略合作伙伴關(guān)系建設(shè)夯實(shí)了基礎(chǔ)。中非全面戰(zhàn)略合作伙伴關(guān)系的確立，彰顯了中國將秉持“真實(shí)親誠”的對非政策理念和義利觀，同非洲大陸攜手邁向合作共贏、共同發(fā)展的新時(shí)代。

China-Africa Comprehensive Strategic and Cooperative Partnership

Speaking at a summit of the Forum on China-Africa Cooperation (FOCAC), President Xi Jinping of China outlined China's policy toward Africa and proposed that the new type of China-Africa strategic partnership be upgraded to a comprehensive strategic and cooperative partnership. The partnership is underpinned by five major pillars, namely, political equality and mutual trust; mutually beneficial economic cooperation; cultural exchanges; security cooperation and mutual assistance; and solidarity and coordination in international affairs. In this regard, Xi also proposed joint implementation of a 10-point plan in the next three years. The plan covers industrialization, agricultural modernization, infrastructure, financial support, and poverty reduction, among others. It provides a basis for building the comprehensive partnership. The vision for an upgraded partnership reflects China's desire to forge relations with Africa based on sincerity, real results, friendship and good faith, and to serve the greater good. It is a vision for a new era of China-Africa mutually beneficial cooperation and common development.
