1997年12月，江澤民在會見全國外資工作會議代表時指出，“引進來”和“走出去”，是我們對外開放基本國策兩個緊密聯(lián)系、相互促進的方面，缺一不可；不僅要積極吸引外國企業(yè)到中國投資辦廠，也要積極引導和組織國內(nèi)有實力的企業(yè)走出去，到國外去投資辦廠，利用當?shù)氐氖袌龊唾Y源；視野要放開一些，既要看到歐美市場，也要看到廣大發(fā)展中國家的市場；在努力擴大商品出口的同時，必須下大氣力研究和部署如何走出去搞經(jīng)濟技術(shù)合作。2002年黨的十六大報告明確提出，堅持“引進來”和“走出去”相結(jié)合，全面提高對外開放水平。與改革開放初期更多強調(diào)“引進來”相比，實施“走出去”戰(zhàn)略則是對外開放新階段的重大舉措。黨的十八大以來，習近平也多次強調(diào)要堅持“引進來”和“走出去”相結(jié)合，提出了構(gòu)建人類命運共同體、“一帶一路”倡議等中國智慧和中國方案，不斷將中國的對外開放提升到新的水平。

Since the 18th CPC National Congress, Xi Jinping has repeatedly highlighted our continued commitment to this approach, as he put forward the concept of a community of shared future for humanity and the Belt and Road Initiative, among other proposals that reflect Chinese wisdom.
